Griffith Votes on Amendments to H.R. 1

Amendment #370 by Rep. Flake (R-AZ). 
The amendment would transfer $18.75 million from Defense-wide Operation and Maintenance to the Spending Reduction Account.  The intent of the amendment is to cut funding for Boards and Commissions.  Rep. Griffith voted to support the amendment.  The amendment was failed by a roll call vote of 207-223.

Amendment #87 by Rep. Pompeo (R-KS).  The amendment would reduce the funding levels for military procurement of equipment.  Additionally, the amendment reduces the funding levels for the Army’s research, development, test and evaluations for the Army, Navy, and Air Force.  The amendment would also eliminate the funds made available for program management and oversight of innovative research and development.  The amendment would transfer the $5024 million in savings into the Defense subcommittee’s spending reduction account.   Rep. Griffith voted to support the amendment.  The amendment was failed by a roll call vote of 72-358.

Amendment #63 by Rep. Gutierrez (D-IL).  The amendment would reduce funding for the Navy’s Air Craft Procurement by $21.9 million and the Air Craft Procurement by the Air Force by $393 million.  The funds would be transferred into the Defense spending reduction account.  Rep. Griffith voted to oppose the amendment.  The amendment was failed by a roll call vote of 105-326.

Amendment #86 by Rep. Pompeo (R-KS).  The amendment would reduce certain Defense Production Act purchases by $3.2 million, the funding level for the Army’s research, development, test and evaluation by $36.3 million, and the Navy’s research, development, test and evaluation funding by $44 million.  The amendment would also reduce funding for the Air Force’s research, development, test and evaluation by $32 million.  The amendment would transfer the $115.2 million in savings into the Defense subcommittee’s spending reduction account.   Rep. Griffith voted to support the amendment.  The amendment was failed by a roll call vote of 109-320.

Amendment #2 by Rep. Rooney (R-FL).  The amendment would reduce funding for the Navy and Air Force (Research, Development, Test and Evaluation) by $225 million each.  The funds would be transferred into the Defense spending reduction account.  Rep. Griffith voted to oppose the amendment.  The amendment was agreed to by a roll call vote of 233-198.

Amendment #95 by Rep. Jones (R-NC).  The amendment would reduce by $400 million the amount made available to the Afghanistan Infrastructure Fund.  The amendment would also increase by $400 million the amount made available to the Defense Spending Reduction Account.  Rep. DeFazio (D-OR).  The amendment would increase by $5 million the funding to Agricultural Programs, National Institute of Food and Agriculture, Integrated Activities, and would reduce by $5 million the funding to Agricultural Programs, Animal and Plant Health Inspection Services, Salaries and Expenses. Rep. Griffith voted to oppose the amendment.  The amendment was failed by a roll call vote of 136-296.

Amendment #153 by Rep. Michaud (D-ME).  The amendment would increase by $80,000,000 the amount made available for the Department of Commerce, Economic Development Administration, Economic Development Assistance Programs.  The amendment would also decrease by $80,000,000 the amount made available to the Department of Commerce, Bureau of the Census, Periodic Censuses and Programs. Rep. Amendment #368 by Rep. Flake (R-AZ).  The amendment would decrease funding for Department of Justice, General Administration, National Drug Intelligence Center by $34,023,000 and transfers the funds to the spending reduction account.  Rep. Amendment #260 by Rep. Latta (R-OH).  The amendment would reduce the funding for the “Department of Commerce, National Institute of Standards and Technology, Construction of Research Facilities,” by $10 million, bringing the appropriation from $58 million to $48 million.  The amendment would transfer the $10 million to the Spending Reduction Account.  Rep. Amendment #338 by Rep. Moran (D-VA).  The amendment would increase funding for the U.S. Fish and Wildlife’s North American Wetlands Conservation Fund from $0 to $50 million and reduce funding for EPA assistance grants by $50 million. Rep. Amendment #565 by Rep. Bass (R-NH).  The amendment would reduce the amount of funding available to the Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, Substance Abuse and Mental Health Services by $98,000,000 and increase funding to Department of Health and Human Services, Administration for Children and Families, Low Income Home Energy Assistance by $50,000,000. Rep. Markey (D-MA).  The amendment would prohibit any of the funds made available by this Act from being used to issue any new lease that authorizes the production of oil or natural gas under the Outer Continental Shelf Lands Act to any lessee under any existing lease issued by the Department of the Interior pursuant to the Outer Continental Shelf Deep Water Royalty Relief Act where such existing lease is not subject to limitations on royalty relief based on market prices. Rep. Herger (R-CA).  The amendment would prohibit funds made available by this Act from being used by the Secretary of Agriculture to implement or enforce Subpart B of the Travel Management Rule (subpart B of part 212 of title 36, Code of Federal Regulations), relating to the designation of roads, trails, and areas for motor vehicle use, in any administrative unit of the National Forest System. Rep. Amendment #323 by Rep. Blumenauer (D-OR). The amendment would prohibit funds made available by this Act from being used to pay the salaries and expenses of personnel of the Department of Agriculture to provide benefits described in section 1001D(b)(1)(C) of the Food Security Act of 1985 to a· person or legal entity in excess of $250,000. Rep. Griffith voted to oppose the amendment.  The amendment was failed by a roll call vote of 185-241.

Amendment #566 by Rep. Boren (D-OK).  The amendment would prohibit funds made available by this Act to be used to require a person licensed under section 923 of title 18, United States Code, to report information to the Department of Justice regarding the sale of multiple rifles or shotguns to the same person. Rep. Griffith voted to support the amendment.  The amendment was agreed to by a roll call vote of 277-149.

Amendment #146 by Rep. Forbes (R-VA).  The amendment wouldprohibit any of the funds made available under the Department of Defense, Operations and Maintenance, Defense-wide from being used for official representation purposes. Rep. Griffith voted to support the amendment.  The amendment was agreed to by a roll call vote of 241-184.

Amendment #333 by Rep. Kaptur (D-OH).  The amendment would reduce funds in the bill made available for Payment in Lieu of Taxes by 75 percent. Rep. Griffith voted to oppose the amendment.  The amendment was failed by a roll call vote of 32-394.

Amendment #46 by Rep. Polis (D-CO).  The amendment wouldprohibit any funds made available by the bill from being used to maintain an “end strength level of members of the Armed Forces of the United States assigned to permanent duty in Europe in excess of 35,000members and end strength levels for active duty membersof the Army, Navy, and Air Force of 565,275, 328,250,and 329,275, respectively.”  The amendment would also reduce the amounts provided for "Military Personnel, Army", "Military Personnel, Navy" and "Military Personnel, AirForce'' by$155.9 million , $18 million and $118 million respectively. Rep. Griffith voted to oppose the amendment.  The amendment was failed by a roll call vote of 74-351.

Amendment #498 by Rep. Johnson (R-OH).  The amendment would prohibit any funds made available under the bill from being used to develop, carry out, implement, or otherwise enforce proposed regulations published June 18, 2010 by the Office of Surface Mining Reclamation and Enforcement of the Department of the Interior. Rep. Griffith voted to support the amendment.  The amendment was agreed to by a roll call vote of 239-186.

Amendment #467 by Rep. Goodlatte (R-VA).  The amendment wouldprohibit funds made available by this Act from being used to develop, promulgate, evaluate, implement, provide oversight to, or backstop total maximum daily loads or watershed implementation plans for the Chesapeake Bay Watershed. Rep. Griffith voted to support the amendment.  The amendment was agreed to by a roll call vote of 230-195.

Amendment #79 by Rep. Gardner (R-CO).  The amendment would prohibit any funds made available in this Act from being used to pay the salary of any employee or officer of the Department of Health and Human Services who develops or promulgates regulations or guidance regarding Exchanges under the Patient Protection and Affordable Care Act (“ObamaCare”). Rep. Griffith voted to support the amendment.  The amendment was agreed to by a roll call vote of 241-184.

Amendment #151 by Rep. Neugebauer (R-TX).  The amendment wouldprohibit funds made available in this Act from being used for repair, alteration, or improvement of the Executive Residence at the White House. Rep. Griffith voted to oppose the amendment.  The amendment was failed by a roll call vote of 63-362.

Amendment #13 by Rep. Rooney (R-FL).  The amendment would prohibit funds made available by this Act from being used to implement, administer, or enforce the rule entitled “Water Quality Standards for the State of Florida’s Lakes and Flowing Waters” published in the Federal Register by the Environmental Protection Agency (75 Fed. Reg. 75762 et seq.). Rep. Griffith voted to support the amendment.  The amendment was agreed to by a roll call vote of 237-189.

Amendment #8 by Rep. Stearns (R-FL).  The amendment prohibits the use of any funds provided in the Act to design, renovate, construct, or rent any headquarters for the United Nations in any location in the United States.  According to the amendment’s sponsor, this amendment would prevent further spending of taxpayer dollars on the UN headquarters’ cost-spiraling renovation, currently projected to reach $1.9 billion.  Rep. Griffith voted to support the amendment.  The amendment was agreed to by a roll call vote of 231-191.

Amendment #377 by Rep. Flake (R-AZ).  The amendment would prohibit funds in the bill from being used for the construction of an ethanol blender pump or an ethanol storage facility. Rep. Griffith voted to support the amendment.  The amendment was agreed to by a roll call vote of 261-158.

Amendment #166 by Rep. Guinta (R-NH).  The amendment would prohibit the use of funds made available by this Act to be used to enter into, after the date of enactment of this Act, a government contract that requires a project labor agreement. Rep. Griffith voted to support the amendment.  The amendment was failed to by a roll call vote of 210-210.

Amendment #495 by Rep. Hall (R-TX).  The amendment would prohibit funding made available under the bill from being used to implement, establish, or create a NOAA Climate Service. Rep. Griffith voted to oppose the amendment.  The amendment was agreed to by a roll call vote of 233-187.

Amendment #141 by Rep. Lee (D-CA).  The amendment wouldprohibit funds made available in this Act to the Department of Defense from being used in excess of the amount made available in fiscal year 2008, with exemptions for personnel accounts. Rep. Griffith voted to oppose the amendment.  The amendment was failed by a roll call vote of 76-344.

Amendment #109 by Rep. Griffith (R-VA).  The amendment would prohibit funds in the bill from being used to carry out, implement, administer, or enforce any policy or procedure set forth in an EPA and Defense Department memorandum entitled “Enhanced Surface Coal Mining Pending Permit Coordination Procedures” dated June 11, 2009.   The amendment would also prohibit funding to set forth the guidance issued by the EPA entitled “Improving EPA Review of Appalachian Surface Coal Mining Operations under the Clean Water Act, National Environmental Policy Act, and the Environmental Justice Executive Order.”  Rep. Griffith voted to support the amendment.  The amendment was agreed to by a roll call vote of 235-185.

Amendment #548 by Rep. Jones (R-NC).  The amendment wouldprohibit any funds made available by this Act from being used to develop or approve a new limited access privilege program (as that term is used in section 303A the Magnuson-Stevens Fishery Conservation and Management Act (16 U.S.C. 1 53a) for any fishery under the jurisdiction of the South Atlantic, Mid-Atlantic, New England, or Gulf of Mexico Fishery Management Council. Rep. Griffith voted to support the amendment.  The amendment was agreed to by a roll call vote of 259-159.

Amendment #47 by Rep. Luetkemeyer (R-MO).  The amendment would prohibit funding for the study of the Missouri River Projects authorized in section 108 of the Energy and Water Development Act of 2009 (division C of Public Law 111-8). Rep. Sullivan (R-OK).  The amendment would prohibit any funds made available in this Act from being used to implement the decision of the Administrator of the Environmental Protection Agency entitled “Partial Grant and Partial Denial of Clean Air Act Waiver Application Submitted by Growth Energy To Increase the Allowable Ethanol Content of Gasoline to 15 Percent” published in the Federal Register on November 4, 2010; or the decision of the Administrator of the Environmental Protection Agency entitled "Partial Grant of Clean Air Act Waiver Application Submitted by Growth Energy To Increase the Allowable Ethanol Content of Gasoline to 15 Percent” published in the Federal Register on January 26, 2011.  Rep. McKinley (R-WV).  The amendment would prohibit funds in the bill from being used by the EPA to carry out section 404(c) the Federal Water Pollution Control Act, which allows the EPA to veto Clean Water Act permits. Rep.
