Today, the U.S. Department of the Interior’s Office of Surface Mining Reclamation and Enforcement (OSM) unfortunately released the final version of its Stream Protection Rule (SPR). President-elect Donald Trump’s appointment of Scott Pruitt to lead the Environmental Protection Agency (EPA) is welcome news.
